Caritas Finland’s project Collective Action for Improving Migrants’ Rights and Access to Justice (CLAIM) ends this year. Now it is time to evaluate the project. We are looking for an evaluator to conduct an independent external endline evaluation.
OKUP, in partnership with Caritas Finland and CAFOD, invites applications from qualified consultants/evaluation firms to conduct the Endline External Evaluation of the CLAIM project (2023–2026), funded by the Ministry for Foreign Affairs of Finland (MFA).
Purpose of the Assignment
To independently assess the project’s relevance, effectiveness, efficiency, coherence, sustainability, impact, and cross‑cutting themes (gender, inclusion, safeguarding). The evaluator will generate practical recommendations for the remaining project period and future programming.
Key Roles & Responsibilities
The Evaluator will:
- Conduct a mixed‑methods endline evaluation covering all project districts.
- Review project documents, baseline, monitoring data, case files, and advocacy outputs.
- Develop an Inception Note, sampling frame, tools, ethics & triangulation plan.
- Carry out fieldwork: FGDs, KIIs, observations, and 20% quantitative spot‑checks.
- Analyse findings, triangulate data, and produce:
- Field debriefing presentation
- Draft evaluation report (max 25 pages)
- Final report (after consolidated comments)
- Learning brief (2 pages)
- Optional audiovisual summary (if feasible)
- Hand over anonymised raw data to OKUP.
Consultant Profile
- Master’s degree in social sciences, law, migration, development studies or related field.
- 8–10 years experience in evaluating rights‑based, protection or access‑to‑justice projects.
- Strong mixed‑methods skills and excellent English report writing.
- Proven understanding of gender, inclusion, safeguarding.
- Experience working in South Asia/Bangladesh.

- 40% on contract signing
- 30% on draft report submission
- 30% on acceptance of final report
